James "John" Fraley Jr. Obituary

James “John” R. Fraley, Jr., 76, of Clearville, Pennsylvania; passed away on Monday, April 17, 2023 at home.  He was born on June 1, 1946 in Frederick, MD; a son of the late James R. Fraley Sr. and Ruth (Eyler) Fraley.  On March 25, 1967 in Seminole, TX; he was united in marriage to Carolyn Louise (Capps) Fraley.  She preceded him in death on June 1, 2013.

He is survived by two children Lisa Moya and granddaughter, Megan Moya of Bay City, TX and Brian Fraley of Fort Worth, TX; a brother Frank A. Fraley married to Faye, Federalsburg, MD; and special friends Bobby and Julie Layman.

He was preceded in death by a son-in-law Alfred Moya and his beloved dog “Bubba”.

John was a graduate of Thurmont High School Class of 1964 and upon graduation, served in the United States Air Force from 1965-1969 as a Sergeant.  He then went on to study criminal justice and a career with the Frederick City Police Department. 

John served as a police officer for 26 1/2 years, ultimately reaching the rank of 2nd Lieutenant.  During this time, he served as a patrol officer, shift commander, SWAT team sniper, and investigator.  His last several years, he was the Director of the Criminal Investigation Division and had the unique opportunity to serve with the United States Secret Service when President George Bush and President Bill Clinton would visit Frederick, Maryland and Camp David. 

When John retired from the Police Department, he and his wife fulfilled a lifelong dream of building a home in the Pennsylvania Mountains, where he spent his time hunting and taking care of the land, of which he was so proud.  He could often be found with his constant companion, his dog "Buckshot".   He was an active member of the Artemas American Legion having served as a past commander and was a dedicated member of the Everett Area Honor Guard.

Family and Friends may call at the Akers Funeral Home, 299 Raystown Road, Everett on Saturday, April 22, 2023 from 10:00 A.M. until the hour of service at the funeral home.

Funeral Service will be held on Saturday, April 22, 2023 at 11:00 A.M. in the Chapel at Akers Funeral Home with Pastor Todd Jay officiating.

Burial will be held in Fairview Cemetery, Artemas, PA with full military honors by the Everett Area Honor Guard.

If friends so desire memorial contributions may be made in memory of Mr. Fraley to the Artemas American Legion, 2035 Clear Ridge Road, Artemas, PA 17211.
